Capacity Building Plan Adopted |

A Capacity Building Plan was adopted in October 2009, following a consultation process with all relevant stakeholders. The Capacity Building activities have been separated in 5 Lots, each focusing on environmental protection targeting a specific group of stakeholders, while ensuring that all training programs are tailored to the needs of the groups. The feedback received from the trainees to date has been very favorable about the quality of the programs and their relevance for the day-to-day work.
Lot 1: is for training on Environmental Impact Assessment and Integrated Pollution Prevention and Control (IPPC) for all 85 municipalities in the country. Lot 2: will deliver training for enhancing technical and management capacities of mining operators about the Environmental Management Standard ISO 14001, and Occupational Health And Safety Management Systems OHSAS 18001, as well as the main requirements for introducing environmental management system (EMS). Lot 3: Trainings for Civil Society Organisations and Local Self-Governments on access to information and public participation, aims at increasing the knowledge and strengthening the capacities of civil society organisations (with special focus on community based organisations) and Local Self-Governments about the opportunities and techniques for mobilizing enhanced public participation in environmental decisionmaking processes. Lot 4: Cleaner Production – is designed to strengthen the technical and management capacity of mining operators by their exposure to the principles of Cleaner Production Concept and Preventive Integrated Environmental Strategy for the Entire Production Cycle. Lot 5: Technical support to MoEPP for Environmental Liability Legislative Assessment and Capacity Building. This technical assistance assignment will strengthen the capacities of the relevant national authorities in the areas of: (a) environmental damage regulations (damage to species and habitats, water and human health) including the most appropriate remediation measures and (b) regulations on the management of waste from extractive industries.
